The bill proposes amendments to Article 15 of the Hawaii County Code, which was <br /> apparently enacted paarsaamt to Section 14a1(a) of the Charter: <br /> "The council shall adopt by ordinance a code of ethics which shall provide as a minimum <br /> standard the provisions of this aaticle.
