In the <br /> 19 case of a minor or an adult lacking legal capacity, the primary <br /> 20 caregiver shall be a parent, guardian, or person having legal <br /> 21 custody. <br /> 22 "Qualifying patient°' means a person who has been diagnosed <br /> 23 by a physician as having a debilitating medical condition. <br /> Page 5 662 <br /> S.H.
