Yage 1 of 2
Curtis T
lamer
RRp~
Fronn: "holly Carr" <hollyacarr@hotmail.com>
<ctyler@interpac.net>
Sent: Monday, October 07, 2002 2:30 PM
Subject: marijuana hearing
Dear Mr. Tyler,
Pls enter this for me at the 10/7/02 County Council hearing on the marijuana
matter.
On March 22, 2002, I was arrested for possession of marijuana. I, and the
man who rents from me, were both taken to the Kona Police Station for five
and one half hours. We were then allowed to leave; I was told the charges
would be dropped. At this time, charges remain "pending," as I understand
it. Please know that I cannot hire an attorney to clear up this entire
matter.
The DEA and Kona police had arrived at my house at 6:30 a.m. while I was
watering my orchids and preparing to leave for school; I teach grade 5.

Because these cops are involved with the DARE program, which is a fifth
grade class, I recognized most of those entering my property with a search
warrant.
According to them, surveyors had found marijuana growing on the property
makai of me; this property, which contains a heiou, burial sites, and
petroglyphs, is owned by Bill Boyle. They also said it was reported that I
was growing keiki marijuana plants on my makai-side retaining wall; I was,
in fact, growing day-lilies, which they uprooted; hence, they destroyed

those plants.
My rentor had two registered handguns; he is a hunter. He also had, in his

possession, marijuanana seeds and paraphenalia. A roach weighing nine

tenths of a gram (.9 gr) was also confiscated. For this, we were both taken
into custody, complete with handcuffs.
While in jail, the principal taught my class before hurriedly finding a
substitute who taught using my plans rather than those which are typically
thoroughly-prepared by the regular teacher for a substitute. Finally, when
let out of my cell to be interrogated at approximately 1:00 p.m., it took
less than a half hour for the police to determine that I knew nothing about
the ten marijuana plants that were supposedly growing makai of my property.
It took only about ten minutes for them to determine that my rentor also
knew nothing about the plants.
The next day, Operation Green Harvest flew over my house so low that the
windows rattled. They now fly over my parcel as well as the property north
of mine, which is an undeveloped and cleared six acre parcel. Zrri. I'Tos .
I+'fle hbo.
It seems to me that a lot of money is being spent very unwisely. This
entire scenario of DARE coupled with Green Harvest, or separate from Green atef.
f. D~~ ~ T 0 8 ~.OQ
10/7/02
