A Solid Waste <br /> Management Plan shall also be prepared, meeting with the approval of the Department <br /> of Public Works. <br /> Traffic signalization improvements at the intersection of Kekuanaoa Street and <br /> Manono Street were completed in September 1995, with left turn lanes from <br /> Kekuanaoa to Manono Street. In conjunction with the signalization improvements, <br /> Kekuanaoa Street has been fully improved to 48-foot wide pavement with 6-foot wide <br /> concrete sidewalks, between Mililani Street and Hinano Street. Kekuanaoa Street <br /> serves as a main roadway from the Hilo airport to Kilauea Avenue. <br /> Existing accesses to the subject area are Hinano Street and Laukapu Street, <br /> which have a 40-foot wide right-of-way with 16-foot wide pavements and <br /> gravel/grassed shoulders. These streets were resurfaced in 1993 subsequent to the <br /> installation of the municipal sewer lines. No sidewalks have been constructed within <br /> the Hinano and Laukapu Street rights-of-way. According to the City of Hilo Zone <br /> Map, Hinano and Laukapu Streets are identified as collector streets and therefore, are <br /> proposed to be increased to 50-foot rights-of-way. As the primary access will be from <br /> Hinano Street, it would be recommended that the 5-foot wide future road widening <br /> along the entire street frontage of Hinano Street be improved and dedicated to the <br /> County of Hawaii. The Department of Public Works recommends that Hinano Street <br /> be improved to a minimum 20-foot wide pavement at a length of 400 feet from <br /> Kekuanaoa Street and with shoulder and drainage improvements. <br /> The primary vehicular route to the subject area is expected to be via Kekuanaoa <br /> Street and Hinano Street. According to the Traffic Impact Analysis Report (June, <br /> 1996), prepared by M&E Pacific, Inc. for Big Island Candies, Inc., the proposed <br /> development is not expected to have an adverse traffic impact. The report concluded <br /> that the studied intersections at Kekuanaoa-Hinano Streets and Kekuanaoa-Manono <br /> Streets have sufficient capacity to accommodate the additional traffic which would be <br /> generated by the proposed development. Therefore, the report further concluded that <br /> additional traffic mitigating measures will not be required. The conclusion was also <br /> based on that the tour buses will be asked to access the subject property from the south <br /> end of Hinano Street via Kekuanaoa Street rather than from the north end of Hinano <br /> Street via Piilani Street. The Department of Public Works, however, expressed <br /> concerns relating to the turning radius at the intersection of Kekuanaoa Street and <br /> Hinano Street. The Department of Public Works recommends that improvements to <br /> said intersection be made in order that the turning movement for buses be sufficient. <br /> Accordingly, Big Island Candies, Inc. intends to make improvements within the <br /> existing right-of-way to accommodate the turning movements.
