Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 9 <br /> is also attempting to acquire the additional right-of-way adjacent to the subject area and <br /> if successful, they would be willing to make improvements within the expanded <br /> right-of-way as opposed to the existing right-of-way. These improvements shall be <br /> included as a condition of approval of a change of zone request. <br /> There are existing single family residences adjacent to the subject area. To <br /> mitigate any potential noise and visual impacts, it is recommended that a 6-foot wide <br /> landscaping buffer be provided along the side property boundaries in conjunction with <br /> the start of construction for any development on the property. This recommendation <br /> shall be included as a condition of approval of a change of zone request. This <br /> mitigative measure will ensure that the proposed development fits into the locale with <br /> minimal intrusion while providing the desired services. <br /> Finally, because the subject property and surrounding areas have been <br /> extensively altered with urban development, it is not anticipated that endangered or <br /> threatened candidate species of flora or fauna are located within the project area, nor <br /> has the project area been identified as a significant botanical or biological habitat. In <br /> addition, it is also not anticipated that the proposed development will have any adverse <br /> impact on cultural or historical resources. <br /> The subject area has no severe topographic or geologic problems which cannot <br /> be properly rectified or which would render the land unusable for the proposed use. <br /> As previously mentioned, the project site was previously cleared and is presently <br /> occupied by the existing architectural office building, garden, greenhouses and two <br /> dwellings. <br /> Based on the above findings, the proposed High Density Urban Development <br /> designation would conform to the goals, policies and standards of the General Plan. <br /> Therefore, the General Plan Land Use Allocation Guide (LUPAG) Map should be <br /> amended to redesignate the approximately 3.4± acres of land to High Density Urban <br /> Development. Such amendment would result in an appropriate land use pattern for the <br /> South Hilo District. <br /> For your favorable consideration, an amendment to the County of Hawaii General Plan as <br /> adopted by Ordinance No. 89-142 and as amended by Ordinance Nos. 90-71, 91-48, 91-72, <br /> 91-131, 92-115, 93-10 and 93-11 is transmitted. <br /> <br />
