General Plan Land Use Concepts state the following: <br /> "A well-balanced land use pattern capable of meeting the future needs of the County is <br /> an essential part of the General Plan. <br /> " There are no universal standards for determining the amounts of land needed in the <br /> future for each land use or activity located within an area. Estimates can be made, <br /> however, of the future land use acreage allocation for each use. The land use pattern is <br /> abroad, flexible design intended to guide the direction and quality of future <br /> developments in a coordinated and rational manner. The General Plan Land Use <br /> Pattern Allocation Guide Map indicates the general location of various land uses in <br /> relation to each other. <br /> "The methodology used to develop the land use pattern reflects estimates of future <br /> population based on economic and employment evaluations, existing land uses and <br /> zoned areas, determination of community facility needs, and transportation demands for <br /> the entire island. The topography and other physical features of each area were also <br /> analyzed, and other factors, particular economic, social and physical characteristics, <br /> were noted. <br /> According to the General Plan adopted in 1989, the Proposed Land Use Pattern <br /> Acreage Allocation for the South Hilo District are as follows: <br /> Residential Commercial j>~ Resort Total Acreage <br /> 24,045 2,405 6,259 293 33,002 <br /> 16. Hilo Community Development Plan: The Hilo Community Development Plan, <br /> adopted by Resolution in 1975 by the Planning Commission, recommended that portion <br /> of the Waiakea Houselots be retained in single family residential uses. However, it <br /> also recommended additional multiple family residential uses toward and along the <br /> westward side of the Manono Street-Hinano Street-Lanikaula Street-Kilauea Avenue- <br /> Kinoole Street area which is adjacent to or near the Wailoa State Recreation Area, the <br /> University, the Hilo Shopping Center and Kaiko'o Shopping Complex. It also <br /> recommended expansion of the Hilo Shopping Center to the Mililani Street-Leilani <br /> Street-Iolani Street-Kohola Street area for commercial development. <br /> -6- <br /> <br />
