17. County Zoning: The subject property is zoned Single-Family Residential (RS-10). <br /> 18. Special Management Area (SMA): The subject property is not located within the <br /> County's Special Management Area boundary. <br /> 19. Chapter 343, Hawaii Revised Statutes (HRS): The requirements of Chapter 343, <br /> HRS, relating to Environmental Impact Statement, were met upon completion of the <br /> Final Environmental Impact Statement which assessed the potential impacts on the <br /> environment for Big Island Candies, Inc.'s proposed development. This Final <br /> Environmental Impact Statement was accepted by the Planning Director on December <br /> 23, 1996, and its acceptance was filed with the Office of Environmental Quality <br /> Control and published in the January 8, 1997 OEQC Bulletin. <br /> <br /> DESCRH'TION OF THE PROJECT SITE <br /> 20. Subject Property: The subject property is a portion of the Waiakea Houselots which <br /> was created by the Territory of Hawaii in the early 1900's, with lot sizes ranging from <br /> 10,000 to 20,000± square feet. The Waiakea Houselots area includes the lands <br /> bounded by Piilani Street, Kanoelehua Avenue, Kawili Street and Mililani Street. This <br /> area encompasses approximately 200 acres of land. <br /> 21. Existing Uses: As previously noted, the Orchids of Hawaii, a floricultural business, <br /> previously established its operations on the subject property. The business was <br /> oriented to the visitor industry as well as island residents. Visitors to the site arrived <br /> on buses and cars via Hirano Street. The current use of the subject property includes <br /> the nonconforming architecture office use. A garden and greenhouses of the former <br /> floricultural business still remains on the subject property and will be refurbished as <br /> part of the proposed development. There are also two rental residences which will be <br /> demolished due to their poor condition. <br /> 22. Topography: The subject property is level and is approximately 20 feet above mean <br /> sea level. <br /> 23. Climate: The mean annual rainfall is about 136 inches. The mean annual temperature <br /> is about 73 degrees Fahrenheit. Wind patterns are diurnal---dominant easterly <br /> -7- <br /> <br />
