SECTION 4. NORTH KOHALA DISTRICT VISION STATEMENT <br />The North Kohala District is a rural -agricultural community with vast open spaces. Ranching <br />dominates much of the lands, providing open space and scenic vistas. Urban centers include <br />Hawi, Kapa'au, Niuli'i and Kohala Ranch. The North Kohala District serves as the northern <br />gateway to the Kohala Mountains and its isolated valleys. Kohala is rich in historic and cultural <br />resources from the birthplace of Kamehameha I and early Hawaiian settlements to early <br />Christian churches. <br />Coastal vistas makai of Akoni-Pule highway from Kohala Ranch area to Upolu Point and along <br />coastal areas from 'Upolu Point to Pololu Valley provide meaningful open space. <br />New urban development is centered around existing urban areas of Hawi, Kapa'au and Niuli'i, <br />including expansion of commercial uses in these areas to accommodate population. <br />Increased employment opportunities are available for the residents of North Kohala by including <br />small-scale development of resort/tourism based activities, such as eco -tours, bed and <br />breakfast and retreat centers, in appropriate areas. <br />Affordable housing opportunities accommodate the existing community around the villages of <br />Hawi and Kapa'au. <br />Access to coastal areas, including fishing and surfing sites as well as to mountain areas, are <br />maintained in keeping with the protection/appropriate use of resources. <br />Kohala Mountain Road provides unique scenic vistas and open space <br />The individual identities and characteristics of villages along Akoni-Pule Highway are retained <br />and enhanced by clear limits to development areas and open space guidelines between existing <br />villages. <br />Historic buildings are preserved and the style of historic commercial buildings is retained in new <br />development in the villages. <br />11 <br />
