in -aid, development agreements, and other creative sources of funding, <br />these financing mechanisms will supplement the capital improvements <br />program to successfully implement the middle -range planning efforts. <br />Public facility priorities for the financing program. <br />• Regulatory actions needed by government to implement the development <br />plan. <br />A development plan may identify: <br />Incentive measures to encourage private participation in achieving objectives <br />relating to public infrastructure and services. <br />Public or public/private development initiatives when the private market fails <br />to address certain needs—low-income housing or urban redevelopment for <br />example. <br />• Operational programs by government and the community's role in planning <br />and implementing the programs. Examples include an after-school program, <br />neighborhood watch program or mediation training program. <br />3. Implementation and Regulation. The third General Plan program <br />component encompasses specific mechanisms to implement the long- and <br />medium -range plans. Typically, implementation will be achieved through the <br />zoning and subdivision codes, operating and capital budgets, development <br />agreements, and various regulatory laws. <br />The capital improvement budget contains public improvements and facilities to <br />accommodate the anticipated growth and the County operational budget <br />contains funding for programs and services. Capital funding for specific public <br />projects may be derived from establishment of specific improvement districts, <br />adoption of impact fees or taxes, or issuance of bonds to name a few financing <br />mechanisms. <br />Linking the priority capital projects in a development plan with successful <br />financing program brings a plan closer to reality. <br />PART 3. GENERAL PLAN REVIEW <br />Although the General Plan projects desired growth over a long-term period spanning at least <br />twenty years, the County Council shall determine on ten-year intervals whether the General <br />Plan and land use pattern allocations should be comprehensively reviewed. If undertaken, such <br />review would consider the elements of the General Plan and, whether, in light of certain <br />substantial changes in economic conditions or trends, different levels of community needs have <br />emerged that should be addressed through amendments. General Plan amendment procedures <br />are set forth in the Hawaii County Code. <br />
