SCOPE OF SERVICES <br /> The PROVIDER shall, in a proper and satisfactory manner, as detennined by the STATE <br /> pursuant to the Title V Incentive Grant for Local Delinquency Prevention Program (Title V) <br /> of the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, Public Law 93- <br /> 415, 42 U.S.C. 5601, et. seq., Catalog of Federal Domestic Assistance No. 16.548, Federal <br /> Grant No. 02-JP-FX-001 develop and implement ajuvenile delinquency prevention <br /> <br /> program(s) in Hawaii County. The PROVIDER shall select asub-contractor and support the <br /> development of, and provide monitoring of, the juvenile delinquency program(s) to address <br /> the risk factors that have been identified as priorities for this community (Family <br /> Management, Family Conflict, and Early and Persistent Anti-Social Behavior) to achieve <br /> outcomes in the area of family strengthening and pro-social skills for youth. <br /> I. Program Activities <br /> The PROVIDER shall: <br /> A. Implement a juvenile delinquency prevention program(s) in Hawaii County <br /> through asub-contractor who shall provide direct services and activities to at-risk <br /> youth and families in one or more of the program azeas recommended in the <br /> County's comprehensive strategic plan as summarized in the Youth Builders <br /> Executive Summary attached hereto as Attachment 4 and made a part hereof. <br /> Additionally the PROVIDER shall: <br /> 1. Coordinate the solicitation of proposals for the sub-contract(s) in accordance <br /> with the State and County procurement guidelines. <br /> 2. Conduct a competitive review process and select a proposal(s) for funding. <br /> 3. Execute asub-contract agreement(s) with the selected agency(ies). <br /> 4. Conduct regular program and fiscal monitoring of the sub-contract <br /> agency(ies) to ensure that the services address the priority risk factors, and are <br /> delivered in a manner that assures quality, safety of participants and staff, and <br /> timely coordination. <br /> 5. Assure that the staff and resources of the sub-contracted agency(ies) is <br /> appropriately allocated in relation to the program's goals, objectives, <br /> outcomes, performance targets and milestones. <br /> B. Establish and convene a Prevention Policy Board (PPB) as required by the federal <br /> grant with the purpose to assure input from all segments of the community in the <br /> implementation of the community's juvenile delinquency prevention plan.. The <br /> PROVIDER shall document the roles and responsibilities of the PPB and staff the <br /> PPB. The PPB shall be comprised of not less than 15 members representing a <br /> balance of public agencies, private non-profit organizations, business and <br /> industry, and private citizens, and youth. The membership of the PPB shall <br /> reflect the racial, ethnic and cultural composition of the community. <br /> C. Provide a match of not less than 50 percent of the amount of the funds awarded. <br /> This match shall be provided in cash or project-related costs allowable under <br /> Exhibit "A" <br /> Page 1 <br /> <br />
