No. <br /> 168u entitled: <br /> "A BILL FOR AN ACT RELATING TO PROCUREMENT," <br /> begs leave to report as follows: <br /> The purpose of this bill is to make the state procurement <br /> system more efficient by, among other things: <br /> (1) Allowing the Director of Taxation to waive the federal <br /> tax clearance requirements in certain cases to expedite <br /> the procurement process; <br /> (2) Clarifying that the procurement preference is to be <br /> applied during the bid or proposal process, and not to <br /> small purchases that would delay procurement action <br /> because of the qualification process; <br /> (3) Providing for the in-state preference on public works <br /> projects currently found in section 103-45.5, Hawaii <br /> Revised Statutes (HRS); <br /> (4) Changing the name of the "policy office" to .:e "policy <br /> board" to eliminate the confusion that currently exists <br /> because section 103D-204, HRS, provides for a <br /> procurement office; <br /> r;!-: r~o.___-.LEC~^ <br /> HSCR FIN HB1686 HDl ~,P.
