NO. <br /> Page 2 <br /> (5) Changing the designation of Chief Procurement Officers <br /> for the Office of Hawaiian Affairs, the University of <br /> Hawaii, and the Department of Education; <br /> (6) Excluding the public library system from University of <br /> Hawaii's procurement system; <br /> (7) Establishing the Office of the Administrator to be <br /> placed in the Department of Accounting and General <br /> Services ; <br /> (8) Increasing the small purchase threshold for goods and <br /> services from under $10,000 to under $25,000; <br /> (9) Changing the "policy council" to the "policy board" for <br /> consistency; <br /> (10) Allowing a claimant to file a claim against a payment <br /> bond within two months from final settlement and not <br /> completion of the contract; and <br /> (11) Making various housekeeping amendments. <br /> The State Procurement Office, the State Attorney General, <br /> the Board of Education, the State Librarian, and the National <br /> Association Credit Management-Hawaii, Inc. testified in support <br /> of this measure. The Hawaii Operating Engineers Industry <br /> Stabilization Fund and the Hawaii Surety Association submitted <br /> comments . <br /> Your Committee amended this measure to: <br /> (1) Require all state and county procurement officers or <br /> agents to withhold final payment of a contract until <br /> the receipt of tax clearances from the Director of <br /> Taxation and the Internal Revenue Service; <br /> (2) Allow a preference if a bidder has: <br /> (A) Filed state tax returns for two successive years <br /> before submitting a bid that is $5,000,000 or <br /> less; and <br /> (B) Filed state tax returns for four successive years <br /> before submitting a bid that is more than <br /> $5,000,000; <br /> <br /> HSCR FIN HB1686 HD1 <br /> <br />
