The Hawaii Operating Engineers Industry <br /> Stabilization Fund and the Hawaii Surety Association submitted <br /> comments . <br /> Your Committee amended this measure to: <br /> (1) Require all state and county procurement officers or <br /> agents to withhold final payment of a contract until <br /> the receipt of tax clearances from the Director of <br /> Taxation and the Internal Revenue Service; <br /> (2) Allow a preference if a bidder has: <br /> (A) Filed state tax returns for two successive years <br /> before submitting a bid that is $5,000,000 or <br /> less; and <br /> (B) Filed state tax returns for four successive years <br /> before submitting a bid that is more than <br /> $5,000,000; <br /> <br /> HSCR FIN HB1686 HD1 <br /> <br />
