The administrator may <br /> 9 appoint and dismiss a private secretary without regard to chapter <br /> <br /> 10 76 or 77, who shall serve at the administrator's pleasure. The <br /> <br /> Ilcomptroller shall provide support to permit the administrator to <br /> 12 satisfy all of the administrator's responsibilities as the chief <br /> 13 procurement officer for those governmental bodies of the <br /> 14 executive branch of the State for which a chief procurement <br /> 15 officer is not otherwise designated." <br /> 16 SECTION 6. Section 103D-304, Hawaii Revised Statutes, is <br /> 17 amended by amending subsection (f) to read as follows: <br /> 18 "(f) Contracts for professional services of less than <br /> 19($10,000] 2$ 5,000 maY be negotiated by the head of a purchasing <br /> 20 agency, with any two persons who appear on the list of qualified <br /> 2l persons established pursuant to subsection (c).
