Section 103D-305, Hawaii Revised Statutes, is <br /> 2 amended to read as follows: <br /> 3 "S103D-305 Small purchases; Drohibition ngainst parceling. <br /> 4 Procurements of <br /> 5 (1] Less than $10,000 for goods or services; or <br /> 6 (2) Less than $25,000 for construction;] <br /> 7 less than $25 000 for aoods services or construction shall be <br /> 8 made in accordance with procedures set forth in rules adopted by <br /> 9 the policy [office] board that are designed to ensure <br /> <br /> 10 administrative simplicity and as much competition as is <br /> Ilpracticable; provided that multiple expenditures shall not be <br /> 12 created at the inception of a transaction or project so as to <br /> 13 evade the requirements of this chapter; and provided further that <br /> 14 procurement requirements shall not be artificially divided or <br /> 15 parceled so as to constitute a small purchase under this <br /> 16 section. " <br /> 17 SECTION 8.
