Lee, Director — Department of Public Works <br />Re: Sign Code Draft — Hawaii County Code, Chapter 3 <br />The following are our comments on the subject draft: <br />Section 3-3. Definitions of "sign" and types of sign. (Suggested additional wording in bold) <br />(1) "Sign".... (B) "Is placed out on real property, is attached to or placed on the exterior of <br />buildings or structures, or is placed on the exterior or interior surface of a <br />window, or is mounted within a building in such a manner so as to be <br />visible through a window, and " <br />(12) "Window sign" means any sign which is located or displayed on the inside or outside <br />surface of a window, or is mounted within a building in such a manner <br />so as to be visible through a window to the general public from a public <br />right-of-way. <br />Article 2. Kailua Village Signs. <br />Under this draft the enforcement of the provisions have been shifted from the Planning <br />Department to the Department of Public Works. As indicated by the Planning Director's <br />comments Public Works has not attended KVDC meetings and many of the issues may be of <br />an esthetic rather than a safety or structural issue.
