This area was to continue to be used as a <br /> pedestrian walkway. The restaurant is located north of Mokuaikaua <br /> Church on Alii Drive. <br /> Basil's has applied for a use permit to allow expansion of their <br /> food and beverage service outside the enclosed restaurant, which <br /> would require chairs and tables to be placed on the walkway. One of <br /> the problems we have with this is that the request was apparently <br /> submitted directly to your committee at the County Council, which <br /> was heard at your committee meeting on April 15, bypassing the <br /> normal permit process with the Planning Department and the Kailua <br /> Village Design Commission.
