I realize that it has taken longer than the projected six months to complete this bill, but <br /> the topic proved to be more complex than anticipated, and we want to try to take into account all the <br /> various concerns that came up as we discussed the issue. <br /> I also realize that we are way overdue in presenting you with a comprehensive policy recommendation <br /> on roads in limbo. Bruce McClure, who became Director of Public Works in January, is hard at work <br /> on this issue. He recently submitted to each council member a preliminary list of the roads in limbo in <br /> their district. This inventory is the first step that needed to be taken before a policy recommendation <br /> can be made. We will be presenting you soon with an interim policy recommendation for certain <br /> cases where communities want to participate in improvements to roads in limbo. However, I cannot <br /> promise you at this point when we will have a comprehensive recommendation, although I hope it will <br /> be within six months. <br /> Please accept my apologies for the delay in bringing these two issues forward to you.
