9. Kona Regional Plan: The Kona Regional Plan adopted by the Planning Commission in <br />April 1984, designates the area as Residential Expansion. <br />10. County Zoning: The 5.595 -acre subject property is currently split -zoned with the <br />majority of the project site zoned Single Family Residential -15,000 square feet (RS -15) <br />and a small portion of land within the northeastern corner of the project site zoned <br />Agricultural -1 acres (A-1 a). Should this rezoning request be approved, it will place the <br />entire 5.595 -acre project site within the CV -10 zoned district. <br />11. Special Management Area: The property is not situated within the Special <br />Management Area. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />12. Project Site and Property: The 5.595 -acre project site is situated within a larger <br />1,398 -acre parcel that comprise a portion of the even larger 12,000 -acre Hokukano <br />Ranch. The 5.595 -acre project site represents the most visible portion of Hokukano <br />Ranch from the Mamalahoa Highway. The project site is situated at the corner of the <br />Mamalahoa Highway and Konawaena School Road at an elevation of approximately <br />1,560 feet. The rectangular project site has a frontage of about 440 feet along Mamalahoa <br />Highway and 520 feet along Konawaena School Road and resides at an elevation of <br />approximately 1,560 feet above mean sea level. <br />13. Existing Uses and Structures: The project site continues to be utilized as part of the <br />applicant's ranching operations. A 2,700 square -foot ranch house is located within the <br />southwestern corner of the project site along with a small garage structure and a <br />3,200 square -foot barn structure. Smaller storage sheds are located in close proximity to <br />the barn structure. A circular wooden pen for horses and a horse tack shed are also <br />located within the project site. <br />14. Surrounding Zoning/Land Uses: Lands in the immediate vicinity of the property <br />include Single Family Residential (RS -15) zoned lands to the north and east (mauka) as <br />well as across Konawaena School Road to the south and across the Mamalahoa Highway <br />to the west. Roughly opposite the project site on the makai side of the Mamalahoa <br />Highway are some lands designated Village Commercial (CV -10). These urban zonings <br />
