Arakaki, Chairman <br />and Members of the County Council <br />Page 6 <br />applicant has since been coordinating with the Department of Water Supply to address <br />this shortfall in the availability of County -supplied water and have readjusted its demand <br />calculations to 3,000 gpd, a water consumption level able to be supported by the existing <br />water services. The Department of Water Supply has accepted the revised water demand <br />calculations and will now support the change of zone request, subject to an understanding <br />that should additional uses or buildings be permitted, that the Department of Water <br />Supply be given the opportunity to reassess and approve of additional demands on water <br />consumption generated by the proposed uses and structures. This requirement will be <br />incorporated within the favorable recommendation. <br />Wastewater to be generated by the proposed visitors' center will be disposed of <br />within a new septic tank system and leach field to replace the existing cesspool. The <br />systems will be designed and installed in accordance with State and County requirements. <br />The main police station within the Kona district is located in Kealakehe, <br />approximately 10 miles north of the project site. A police substation is located in Captain <br />Cook, approximately 2 miles south of the project site. The Police Department did not <br />express any concerns that approval of the proposed change of zone request will impact <br />police services within the district. <br />Fire protection is provided by the Captain Cook fire station located about <br />2-1/2 miles south of the project site. This station provides 24-hour service with both fire <br />protection and emergency medical response. The Fire Department did not express and <br />objections or concerns regarding the change of zone request. <br />Electricity and telephone services are currently available to the project area. <br />According to the Flood Insurance Rate Map prepared by the U.S. Army Corps of <br />Engineers, the central portion of the project site running in a mauka-to-makai direction is <br />situated within Zone A, an area subject to the 100 -year frequency flood, but with no <br />determined base flood elevations. The location of this flood plain is just north of the <br />ranch house site and includes a portion of the existing barn and the small sheds. A more <br />detailed study was conducted in 1999 by Okahara and Associates, Inc., that reaffirmed <br />the location of the flood plain within the project site and also indicated the need to <br />accommodate the 100 -year peak discharge of 195 cubic feet per second (cfs) into any <br />future development of the project site. The applicant states that it will conduct a more <br />detailed analysis of the flood hazard area during the design of the proposed visitors' <br />center to determine the extent of the flood plain as well as accommodate the 100 -year <br />peak discharge of 195 cfs. The applicant will comply with County requirements and <br />standards under the County's Flood Control Code. The Department of Public Works <br />concurs with the need for a more detailed flood study. All improvements within this <br />
