Arakaki, Chairman <br />and Members of the County Council <br />Page 8 <br />17) will be required of commercial developments and uses seeking Final Plan Approval. <br />Rule No. 17 does encourage the use of native plants in landscaping to promote ecological <br />and cultural values. <br />Impacts associated with commercial development within this section of South <br />Kona such as historical, public services, traffic, and drainage concerns have been assessed <br />and will be mitigated through conditions of approval. Therefore, the request would not <br />unreasonably burden the public agencies to provide roads and streets, water, drainage, <br />police and fire protection. <br />The requested Commercial zoning will accommodate uses that will fit into the <br />locale with minimal intrusion while providing the desired commercial uses, as well as <br />providing for necessary infrastructural improvements to support the proposed commercial <br />uses. The applicant will be required to complete its proposed project in compliance with <br />all applicable requirements of the affected agencies. Therefore, the proposed rezoning <br />and development will complement the land usage within the region and the community in <br />which it is proposed to be located. <br />Based on the above findings, this request to reclassify the subject properties from <br />a Single Family Residential (RS -15) and Agricultural-] acre (A -la) to a Village <br />Commercial -10,000 square feet (CV -10) zoned district would result in an appropriate <br />land use pattern and further benefit the general public. <br />For your favorable consideration, an amendment to Section 25-8-4 (South Kona Zone Map), of <br />the County Zoning Code is transmitted. <br />
