An archaeological clearance shall be secured from the Department of Land and Natural Resources prior to any land altering or clearing activities. Further, the applicants are not aware of any valued cultural, historical or native resources nor any traditional and customary native Hawaiian rights being practiced in the area, it is not anticipated that the proposed request will have any adverse impact on cultural or historical resources in the area. The requested change of zone to a Family Agricultural (FA-3a) zoned district will provide for smaller-scale agricultural lots, yet maintaining the rural atmosphere of this part of South Kona. In addition, including a condition to limit the construction of any second dwellings would minimize further increase in density on the proposed 3-acre lots. Further, the project site will still be situated within the State Land Use Agricultural District, which would be consistent with the uses on surrounding agricultural lands. Based on the above findings, approval of the Change of Zone request from Agricultural (A-Sa) to Family Agricultural (FA-3a) zoned district would result in an appropriate land use pattern that will further benefit the public.
