Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 2 <br /> 365 lot subdivision; Kalaoa View Estates a 56 lot subdivision; Kona Wonderview, a 94 <br /> lot subdivision; and Kona Coastview, a 286 lot subdivision. <br /> The reclassification action would also achieve the following goals, objectives <br /> and/or policies articulated in the Hawaii State Plan: <br /> a. Greater opportunities for Hawaii's people to secure reasonably priced, <br /> safe, sanitary, livable homes located in suitable environments that <br /> satisfactorily accommodate the needs and desires of families and <br /> individuals. <br /> b. The orderly development of residential areas sensitive to community <br /> needs and other land uses. <br /> c. Effectively accommodate the housing needs of Hawaii's people. <br /> d. Increase homeownership and rental opportunities and choices in terms of <br /> quality, location, cost, densities, style and size of housing. <br /> e. Promote design and location facilities and services, and other concerns <br /> of existing communities and surrounding areas. <br /> The Urban boundary request would be consistent with the Housing goals and <br /> policies of the Hawaii County General Plan by creating residential housing <br /> opportunities. The request also conforms to the General Plan Land Use Pattern <br /> Allocation Guide (LUPAG) Map which designates the area for Urban Expansion. <br /> Urban Expansion allows for a mix of high density, medium density, low density, <br /> industrial and/or open designations in areas where new settlements may be desirable, <br /> but where the specific settlement pattern and mix of uses have not yet been determined. <br /> This request is to allow an urban development, a planned low-density residential <br /> subdivision. Low Density Urban Development is defined as Residential uses at a <br /> density of four units per acre and certain neighborhood commercial uses are permitted <br /> within this designation. The LUPAG Map component of the General Plan is a <br /> representation of the document's goals, policies, standards and courses of action. It is <br /> also a graphic depiction of the physical relationship between the various land uses. The <br /> LUPAG Map establishes the basic urban and non-urban form for areas within the <br /> County. The area under consideration is consistent with the urban form established for <br /> this section of the North Kona District as depicted on the LUPAG Map. <br /> The Kona Regional Plan adopted by the Planning Commission in 1984 <br /> recommends the area for residential four units per acre. The applicant's proposal is a <br /> single family residential subdivision. It is adjacent to a proposed Ken World <br /> subdivision. The proposed reclassification is for a similar urban land use designation. <br /> Thus, [he requested boundary amendment would be in the direction of fulfilling the low <br /> density range plans, in this particular case. <br /> On January 22, 1997, the County Council adopted Resolution No. 20 97, which <br /> supports the County's proposal to conduct a Comprehensive Traffic Plan for the Kalaoa <br /> area.
