Kona Regional Plan: The Kona Regional Plan adopted by the Planning Commission in <br />April 1984, recommends that the project site maintains its current Agricultural <br />designation and its minimum 20 -acre lot sizes. <br />12. County Zoning: The 21.726 -acre project site is currently zoned Agricultural -20 acres <br />(A -20a). <br />13. Special Management Area: The project site is not situated within the Special <br />Management Area (SMA). <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />14. Project Site and Property: The subject property consists of approximately 21.726 acres <br />of land located along the slopes of Hualalai at an elevation ranging between 1,480 to <br />1,600 feet with slopes ranging from 10 to 15 percent. The project site is somewhat <br />trapezoidal in shape with boundary lengths ranging between 907 to 1070 feet. The <br />project site's north, south and east property lines share common boundaries with existing <br />Homestead Roads. The project site is currently vacant of any structures and was formerly <br />cleared and planted in ornamental plants such as dracena, avocado, ti, coffee, and various <br />patens along with shrubbery growth due to lack of care. <br />15. Surrounding Zoning/Land Uses: The project site is situated approximately 700 feet <br />mauka of the Mamalahoa Highway. Between the project site and the Marualahoa <br />Highway are lands zoned A -I a by the County with lot sizes ranging from '/2 -acre to <br />approximately 5 acres. To the north, south and east (mauka) of the project site are lands <br />zoned A -20a. In 1997, the County Council approved a request by Robert F. Greenwell, <br />L.P. to rezone approximately 85.4 acres of land located about 1,000 feet northeast of the <br />project site from an A -20a to an A- 10a zoned district to allow for its subdivision into 5 <br />parcels ranging from 10 to 36 acres in size. In 2002, Robert K. Greenwell submitted a <br />request to rezone approximately 26.198 acres of land located about 1,000 feet north of the <br />project site and immediately makai of the 1997 rezoning from an A -20a to a. FA -1 a zoned <br />district. Mr. Greenwell's proposal was to subdivide his property into 23 one -acre sized <br />lots.
