Schutte, Chairman <br /> and Members of the County Council <br /> Page 3 <br /> growth determined by the General Plan and related planning <br /> documents. <br /> The following Land Use goals and policies are set forth to <br /> physically plan the lands in the County in the best interest <br /> of the island's residents: <br /> o Designate and allocate land uses in appropriate <br /> proportions and mix and in keeping with the social, <br /> cultural, and physical environments of the County. <br /> o Protect and encourage the intensive utilization of the <br /> County's important agricultural lands. <br /> o Protect and preserve forest, water, natural and <br /> scientific reserves an open areas. <br /> The proposed project at the site of the "Ice House" meets <br /> these goals and policies. It provides a development area <br /> that is in keeping with the physical, cultural, and social <br /> environment of the Waiakea Peninsula. The proposed <br /> restaurant and commercial uses on the approximately <br /> 30,000 square feet is in keeping with the atmosphere of the <br /> area providing economic stimulus of the area. <br /> The goals and policies of the Economic Element states the <br /> following: <br /> o Provide residents with opportunities to improve their <br /> quality of life. <br /> o Economic development and improve environment shall be <br /> in balance with the physical and social environments of <br /> the island of Hawaii. <br /> o The County of Hawaii shall strive for diversity and <br /> stability in its economic system <br /> o The County shall provide an economic climate which <br /> provides its residents an opportunity for choice of <br /> occupation. <br /> The proposed restaurant and commercial uses will add new <br /> business opportunity to the Hilo area. The location along <br /> Banyan Drive is in an area already designated and developed <br /> for the visitor industry and is also used be residents. <br /> <br />
