Schutte, Chairman <br /> and Members of the County Council <br /> <br /> Page 4 <br /> The Flood Control and Drainage Element has the following <br /> goals, policies, and standards: <br /> o Protect human life. <br /> o Prevent damage to man-made improvements. <br /> o Prevent damage from inundation. <br /> o In areas vulnerable to severe damage due to the impact <br /> of wave action, restrictive land use and building <br /> structure regulations must be enacted relative to the <br /> potential for loss of life and property. <br /> o Applicable standards and regulations of Chapter 27, <br /> "Flood Control," of the Hawaii County Code. <br /> o Applicable standards and regulations of the Federal <br /> Emergency Management Agency (FEMA). <br /> The Ice House has withstood three tsunamis that have hit the <br /> Waiakea Peninsula. The existing building is situated higher <br /> than the FIRM base flood elevation established by FEMA. <br /> Additions must comply with the standards required by <br /> Chapter 27 of the Hawaii County Code relating to flood <br /> control. <br /> A goal of the Natural Beauty Element states "Protect scenic <br /> vistas and view planes from being obstructed." The proposed <br /> Japanese tea house motif for the new buildings will <br /> complement the Japanese style garden at Liliuokalani <br /> Gardens. <br /> The site is not located in an environmentally sensitive <br /> area. Thus, the project will be consistent with the <br /> Environmental Quality Element of the General Plan. <br /> No endangered or threatened species requiring protection <br /> will be impacted by the development of the project. The <br /> shoreline is not directly affected by the project. Thus, <br /> the development will be consistent with the Natural <br /> Resources and Shoreline Element of the General Plan. <br /> The Public Facilities, Public Utilities, and Transportation <br /> Elements of the General Plan call for keeping direct impacts <br /> from the project to a minimum. As designed, the project <br /> will not be overburdening the existing public facilities, <br /> utilities and transportation systems. <br /> <br />
