no curb, gutter or sidewalks along this section of Kawili Street and Hinano Street. Curbs, <br />gutters and sidewalk were recently installed along Manono Street and its intersection with <br />Kawili Street and Lanikaula Street. There are also sidewalks fronting Mehana Brewing <br />Company on Kawili Street, Les' Carpet & Drapery on Hinano Street, and the warehouse <br />at the corner of Lanikaula Street and Laukapu Street. These sidewalk improvements <br />were installed as a requirement of the respective ordinances. Otherwise, there are no <br />curbs, gutters or sidewalks along Kawili Street and Hinano Street. The Department of <br />Public Works recommends that "the applicant provide full improvements to the entire <br />frontage along Kawili and Hinano Streets consisting of, but not limited to, pavement <br />widening with concrete curb, gutter and sidewalk, drainage improvements, and any <br />required relocation o f utilities, meeting with the approval of the DPW. Hinano Street <br />shall include a five-foot wide future road widening setback and a 20 -ft curve radius at its <br />intersection with Kawili Street. The improvements should be dedicated to the County". <br />Said agency also stated, "The DPW recommends marginal access onto arterial streets. <br />Provide 10 -ft wide `no vehicular access' planting screen easement fronting Kawili Street. <br />Streetlights and traffic control devices shall be installed as required by the Traffic <br />Division." It is pointed out that due to the proposed MCX zoning request, Hinano Street <br />would be required to be widened to a 60 -foot right-of-way to accommodate <br />commercial/industrial uses. Therefore, a 10 -foot road widening strip along the Hinano <br />Street frontage will impact the property. <br />25. Water System: According to the Department of Water Supply, the parcel currently does <br />not have water service. Water can be made available from an existing 8 -inch waterline in <br />Kawili Street or Hinano Street, with a meter connection size subject to review and <br />approval during the construction design phase of the proposed development. Further, an <br />anticipated maximum daily water usage and water commitment deposit will be required. <br />26. Wastewater System: The applicant has indicated that it will connect to the existing <br />County sewer lateral within Kawili Street or Hinano Street. <br />27. Solid Waste Disposal: The applicant will comply with the Department of <br />Environmental Management's requirement to minimize waste directed to the East <br />Hawaii Landfill. Solid waste will be handled through a commercial hauler. <br />-6- <br />
