REQUEST: <br /> Create two new part-time Water Safety Officer II positions for East Hawaii <br /> to provide back-up support at Honolii and Ahalanui Beach Parks. These positions <br /> will also provide the lunch break relief required by contract. <br /> g, aarxrR[~[~ND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI: <br /> In our mission to provide 7 day coverage at the above two beaches, we are <br /> proposing an increase in coverage from a 6 hour shift (10:00 am to 4:00 p.m.straig <br /> to an 8 hour shift (9:OOa.m. to 5:30 p.m. with a meal break). The new positions <br /> will provide lunch relief as well as provide additional coverage during the <br /> peak use hours between 12'00 and 4;00 p. m. <br /> In addition, we have experience many times when staffing is extremely short <br /> due to vacancies, sick leave, emergency vacations, etc. that these part-time <br /> positions will enhance our pool of lifeguards to provide back-up coverage. <br /> Due to the geographical isolation of Ahalanui Park (1 mile from Pohoiki Boat Ramp <br /> and potentially long response time of emergency back-up support (police & fire), <br /> double coverage becomes essential in providing effective emergency care and <br /> in the enforcement of rules and regulations. <br /> Honolii Beack Park has the potential for multiple rescues on a regular basis <br /> as a popular surf beach and this situation has occurred. Due to the difficulty <br /> in responding to the beach area (parking, steep stairs, etc.) again, double <br /> coverage is essential for providing emergency care and in enforcement duties. <br /> Our lifeguards have experienced crowd control and breaking up fights that would <br /> be more effective with two staff persons. <br /> DATE : / fb <br /> SIGNED: --~i~~ <br /> Departure Plead <br /> <br />
