Matthias Kusch & <br /> Lisa Hadway <br /> 73-4663 Old Government Rd <br /> Kailua-Kona, HI 96740 <br /> May 20, 2003 <br /> Councilman Curtis Tyler III <br /> North Kona District <br /> Honorable Councilman Tyler: <br /> After speaking with several county public works officials and being prompted by the <br /> information in the newspaper regarding "roads in limbo" I am asking for your attention in <br /> this matter. <br /> My wife and I live on a county road "Old Government Rd" which is entirely maintained <br /> by myself and one other community resident, Robert Moeller. The road extends off oi~ <br /> Kaloko drive, on the south side, approximately 1/10 mile up from Hwy 190. Mr. Moeller <br /> installed cement strips (on the road) some 350 feet to his residence. That was nearly 20 <br /> years ago, when he and only one other family lived on the road; t:he Ciomes'. Since then <br /> the area, like much of Kona, has filled in with nearly all of the lots now carrying at least <br /> one home. We live approximately '/a mile down the road (from Kaloko Dr), it's mostly <br /> gravel with the exception of the hills that have cement strips. <br /> Sounds good so far doesn't it? <br /> Well here's the problem. I've put in a lot of money (we own a 2 bedroom one bath home- <br /> not exactly Kukio!) into the road, I mow it regularly, I walk it very often to remove <br /> bigger rocks, prune trees and bushes quarterly all to access my property. As new homes <br /> have been built around us, the traffic on the road has increased substantially, and with the <br /> increase has come a suhstantial degradation of the road. There has been no increase in <br /> participation or materials to maintain the road from others... <br /> <br /> Two separate employees of the Public Works department indicated that Old Government <br /> Road was an "ideal" candidate for apublic/private cooperative agreement. It was also <br /> suggested (and Iwhole-heartedly support) that the county would be able to pave the road <br /> 12' wide and help keep the brush back with their flail mower. <br /> Please let me know what you think and what else I can do. For cost estimates I would <br /> guess that the road would need approximately''/4 mile of paving and minimal grading <br /> prior to paving. The road is legally blocked after our lot and does not service any homes <br /> beyond our lot (TMK: 7-3-17-24). <br /> At the bottom of this letter you will Iind a list of people residing on the Old Gov't Rd. <br /> broken into two groups. Those whose sole access is by the Old Gov't Rd and those that <br /> use it as a secondary access to their property. <br /> Thank you for your time and consideration.
