COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 84 03 <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br /> AGREEMENT WITH LAUPAHOEHOE HIGH AND ELEMENTARY SCHOOL, <br /> PURSUANT TO HRS 46-7, FOR A TITLE V JUVENILE DELINQUENCY <br /> PREVENTION PROGRAM <br /> WHEREAS, the State of Hawaii Department of Human Services, Office of Youth Services has <br /> authorized funding for a Title V Juvenile Delinquency Prevention Program Grant to the Office of the <br /> Prosecuting Attorney; and <br /> WHEREAS, the County Council passed Resolution 15-03 and Ordinance 03-13, accepting and <br /> appropriating these grant funds to create or expand prevention program(s) that address juvenile <br /> delinquency risk factors identified in the Hawaii County comprehensive strategic plan for juvenile <br /> <br /> justice; and <br /> WHEREAS, the Office of the Prosecuting Attorney has solicited and has received proposals <br /> from organizations to assist in its Juvenile Delinquency Prevention Program; and <br /> WHEREAS, Laupahoehoe High and Elementary School's proposal was selected to expand <br /> their Native Hawaiian Community-Based Education Learning Center program; and <br /> WHEREAS, their program will be providing students, from kindergarten to grade 12, with <br /> services that include tutoring; diagnostic testing; time management counseling and career related <br /> activities to develop skills necessary for success in the workplace and home; and development of <br /> leadership skills; and <br /> WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain <br /> the consent of the council to enter into agreements with the federal or state governments respecting <br /> action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any <br /> funds or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII <br /> that the Office of the Mayor is authorized to enter into a Contract Agreement with Laupahoehoe High <br /> and Elementary School. <br /> <br />
