COUNTY OF HAWAII STATE OF HAWAII <br /> BILL NO. 118 <br /> (Draft 3) <br /> ORDINANCE NO. <br /> <br /> AN ORDINANCE <br /> AMENDING CHAPTER 2 OF THE HAWAI'1 COUNTY CODE 1983 <br /> <br /> (1995) EDIT[ON, AS AMENDED, RELATING TO SISTER CITY RELATIONSHIPS <br /> <br /> ORDAINED BY THE COUNCIL OF"THE COUNTY OF HAWAII: <br /> SECTION 1. Purpo.,e. The process for terminating a sister city relationship set forth in <br /> <br /> Section 2-165(c) is inconsistent with the language in the related Section 2-166(c) of the Hawaii <br /> <br /> County Code. This measure (I) specities and clarities the responsibilities of the protocol officer <br /> in the process for terminating a sister city relationship and (2) clears up inconsistencies between <br /> <br /> Section 2-165(c) and Section 2-166(c). <br /> SECTION 2. Chapter 2, Article 31, ofthe Hawaii County Code, relating to sister city <br /> <br /> relationships, is amended to read as follows: <br /> "Article 31. Sister City Relationships. <br /> <br /> Section 2-163 Purpose. <br /> The purpose of this article is to establish criteria and formal procedures for the <br /> establishment and maintenance of sister city relationships. <br /> Section 2-164. Criteria. <br /> The County of [Hawaii] Hawaii may consider the establishment of a sister city relationship <br /> <br /> with a city or county that: <br /> (a) Shares a direct historical, cultural, or ethnic relationship with the people of the County of <br /> [Hawaii] Hawaii; <br /> (b) Offers reciprocative educational, hand] technological [assistance,] or [potential) economic <br /> benefits, including special knowledge, know-how or expertise that is beneficial to the <br /> County of ~}iawaii's] Hawai`i's businesses, industries, and labor force; <br /> (c) Is similar in population size or character to the County of [Hawaii ~ Hawai`i which makes <br /> for analogous problems and concerns and the opportunity to exchange meaningfid ideas <br /> and applicable solutii~ms for either or both places; or <br /> (d) Recognizes other common bonds that are mutually beneficial to the citizens of both <br /> places and serve as a liaison for the exchange ofinfonnation and other lifestyle and <br /> practical values. <br /> <br />
