Section 2-165. Establishment of sister city relationship. <br /> (a) The sister city relationship shall be established by the adoption of a council resolution <br /> approving the establishment of the sister city tie and the signing of a formal agreement <br /> between the mayor of the County of [Hawaii] Hawaii and the appropriate public official <br /> of the proposed sister city that such ties exist. The agreement shall contain a proposed <br /> program, developed by the office of the mayor and the proposed sister city, that will be <br /> instituted by both places to make these ties lasting and purposeful. <br /> (b) County funds shall be appropriated to provide for the exchange of gifts or goodwill <br /> missions to promote the newly established sisterhood and the concept of mutual <br /> understanding. Such goodwill missions may include student exchanges, art, cultural or <br /> industrial exhibits and athletic team visits. <br /> (c) Any sister city relationship in which there is a failure to implement the agreement or to <br /> exchange gifts or goodwill missions within afive-year period may result in the <br /> termination of the agreement and relationship by council resolution. <br /> (d) Existing sister cities which have been active during the five years prior to the enactment <br /> of this article, and which continue to be active, shall not be required to comply with this <br /> article. An existing sister city shall be deemed to be active if there has been an exchange <br /> of gifts or goodwill missions within afive-year period. <br /> Section 2-166. Protocol officer. <br /> (a) A protocol officer, who shall be designated by the mayor, shall he responsible for the <br /> implementation and monitoring of the formal agreement signed by the County of <br /> [Hawaii] Hawaii and the sister city. The protocol officer serves at the discretion of the <br /> mayor for the term of office of the mayor and may be removed by the mayor. <br /> (b) The protocol officer shall be responsible for informing the County of [Hawaii's Hawai`i's <br /> existing sister cities of the terms and conditions of this article. land shall submit an <br /> annual report to the council by December 31 of each year which summarizes the <br /> activities by the County of Hawaii's sister cities and identifies the sister cities for which <br /> no activity has occurred within five years, thereby resulting in an automatic termination <br /> of the County of Hawaii's sister city relationships.] <br /> <br /> ~c) The protocol officer shall submit an annual tenor[ by Ju]y 31 to the council co~erine the <br /> prior neriod Julv 1 to June 30 summarizing the activities conducted with the County of <br /> Hawai`i's srster cities and identifying, the sister cities for which no activity has occurred <br /> within five hrs. <br /> <br /> (d) Upon the recommendation ofthe protocol officer that a sister city relationship should be <br /> tcnninated pursuant to Section 2-165(cl the mayor may submit a resolution to the <br /> council tenninatine the sister-city relationship Prior to initiating the termination <br /> resolution, the protocol officer shall notify in writing principals involved in the sister <br /> city relationship such as local business and cultural~rou~s, about the county's intent to <br /> terminate the sister city relationship This subsection shall not ureclude the Council from <br /> initiatint* a termination resolution " <br /> 2 <br /> <br />
