REQUEST: <br /> To appropriate the Solid Waste Fund balance of $312,215 to 085-601-5604.02-229 Landfills OCE -Building <br /> & Construction Material. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Additional funds are needed for refuse cover material in order to comply with Federal and State of Hawaii <br /> Department of Health (DOH) regulations. The amount budgeted for ground cover material for fiscal year <br /> 2003-2004 is not sufficient to achieve regulatory compliance. The current budget was based on past usage <br /> which was found to be inadequate by DOH.
