STATEWIDE MARIJUANA ERADICATION TASK FORCE <br /> PROJECT NO. 95-DB-17 <br /> PROGRESS REPORT <br /> 1. PROGRAM DESCRIPTION: <br /> The cultivation of high-grade marijuana continues in the <br /> County of Hawaii, and is a continuing law enforcement <br /> problem. <br /> During recent eradication missions an increase in the <br /> number of marijuana plants and plots were detected. <br /> "Hawaii-grown" marijuana continues to be in steady demand <br /> by out of state "dealers" and consumers. Hawaii County <br /> continues to be recognized as a supplier to the rest of the <br /> State of Hawaii, as well as the continental United States. <br /> The program entails manual eradication operations to reduce <br /> its availability. Hawaii County received inter-agency <br /> assistance which resulted in a State-wide coordinated <br /> effort which proved to be effective. There were no <br /> herbicidal eradication missions conducted by Hawaii County <br /> during this period. <br /> Enforcement efforts led to the identification, arrest and <br /> prosecution of those individuals responsible for both <br /> indoor and outdoor cultivation operations and distribution <br /> of marijuana, as well as seizure and forfeiture of property. <br /> Training for personnel participating in our operations were <br /> provided to ensure personnel safety, maintain quality <br /> investigations, and professional conduct. <br /> Hawaii County Police personnel participated in joint task <br /> force meetings along with representatives from the other <br /> County, State and Federal law enforcement agencies. The <br /> meetings were for the purpose of planning and coordinating <br /> inter-agency intelligence, enforcement and operations. <br /> <br /> 2. GOALS AND OBJECTIVES: <br /> Eradication of marijuana, utilizing coordinated <br /> inter-agency efforts, to suppress cultivation operations <br /> and reduce product availability is the primary goal of the <br /> Statewide Marijuana Eradication Task Force. Other basic <br /> goals include Coordinated efforts in developing and <br /> improving standardized eradication techniques, equipment <br /> and procedures. <br /> <br />
