STATEWIDE NARCOTICS TASK FORCE <br /> DESCRIPTION OF PROJECT <br /> PAGE 3 <br /> B. OG ALS <br /> The overall goal of the SNTF is to interdict drugs within the <br /> State of Hawaii via the apprehension/arrest/conviction of <br /> individuals smuggling narcotics into/within/out of the State of <br /> Hawaii; thereby decreasing drug distribution and the attendant <br /> problems of same, by concentrating efforts on the "supply" of <br /> drugs coming to our jurisdiction. <br /> C. QBJECTIVES <br /> 1. Continue a statewide task force of Police officers from <br /> the four Counties, while maintaining the lines of <br /> cooperation and communication established with other <br /> local, state and federal agencies, thereby increasing <br /> the probability of apprehending those either responsible <br /> for and/or actually smuggling narcotics. <br /> 2. Continue undercover operations which have produced <br /> significant cases, and have enabled police to reach the <br /> upper level drug distributor. This have significantly <br /> affected the distributors profit margin, and in some <br /> cases, replaced profit with seizures, arrests, and <br /> convictions. <br /> <br /> D. ACTIVITIES <br /> 1. The Hawaii Police Department will continue its Marijuana <br /> eradication program thereby limiting the possibility of <br /> its eaport off the Island of Hawaii. Additionally, <br /> efforts will be directed towards the arrest of drug <br /> distributors and drug smugglers. <br /> 2. The Hawaii Police Department's Narcotic Detection Canine <br /> Corp will continue to play a vital role in the <br /> interdiction program. Officers assigned to the Canine <br /> Corp and/or those assigned to assist will attend various <br /> workshops and seminars in order to abreast of current <br /> trends in smuggling techniques and investigative <br /> innovations to combat same. <br /> 3. In furtherance of the task force concept, the Hawaii <br /> Police Department will continue to participate in <br /> interagency investigations and in joint airport <br /> interdiction projects such as Operation Big Eye. <br /> <br />
