STATEWIDE NARCOTICS TASK FORCE <br /> DESCRZPTION OF PROJECT <br /> PAGE 4 <br /> E. PROJECT ORGANIZATION AND MANAGEMENT <br /> The lead agency and facilitator for the county police departments <br /> will be the Honolulu Police Department who will, through the <br /> Narcotics/Vice Airport Detail, continue to coordinate communication <br /> and training for the four county police departments. The Crime <br /> Prevention and Justice Assistance Division (CPJA), Department of <br /> the Attorney General, will separately enter into contracts with <br /> each county police department, enabling each to be responsible for <br /> record keeping and reporting requirements of the grant. The <br /> Honolulu Police Departments project director will serve as a <br /> liaison among police departments and appropriate county, state and <br /> federal agencies. The county operations managers will be <br /> responsible for maintaining an accounting of all grant <br /> expenditures, assisting the project director, and providing reports <br /> to the CPJA as required. <br /> F. PERSONNEL <br /> Existing personnel will be used by the county police departments; <br /> there will be no additional hires for the project. <br /> G. PARTICIPATING AGENCIES <br /> 1. The Honolulu Police Department, as the lead agency will <br /> maintain an Airport Detail for the SNTF and will provide <br /> other county police departments with technical <br /> assistance, training, and manpower assistance on an "as <br /> needed" basis. <br /> 2. The Hawaii, Maui and Kauai Police Departments will <br /> designate an Airport Detail(s) in their respective <br /> counties and provide manpower assistance to the other <br /> counties on an "as needed" basis. <br /> <br /> H. PROJECT EVALUATION <br /> 1. Analysis <br /> The project director and operations managers will record data, <br /> and oversee efforts and methods used to achieve the goals and <br /> objectives, and arrive at conclusions as to the <br /> success/failure or need for alterations. Any alterations <br /> and/or deviations in operating procedures utilized towards the <br /> achievement of goals and objectives will be recorded in order <br /> to form a basis for purposes of comparison. The <br /> standardization of training and techniques utilized is <br /> imperative in terms of the task force operations for optimum <br /> results. <br /> <br />
