EXHIBIT 1 <br /> SCOPE OF SERVICES <br /> Description of the Program <br /> <br /> The Hawaii Police Department's Drug Abuse Resistance Education (DARE) Program <br /> consists of 4 officers providing a minimum of one lesson per week for forty-five (45) <br /> minutes for third, fifth, and eighth graders attending public schools within the <br /> COUNTY OF HAWAII for the duration of the 1996-97 school year. DARE is the <br /> police-officer-led series of classroom lessons that teaches children the facts about <br /> alcohol, tobacco, drugs, and violence and gangs, and gives them the practical skills <br /> needed to resist unwanted peer pressure and to build and maintain self-esteem. <br /> During the year, DARE is involved in a multitude of activities, i.e., Parent Teacher <br /> Student Association (PISA) and Parent/Community Network Center (PCNC) <br /> meetings, school and community fairs and activities, statelnational conferences and <br /> training, summer leadership camp for selected students and DARE officer training. <br /> <br /> The Police Department shall: <br /> I. Provide the DARE program curriculum for the third, fifth, and eighth graders of <br /> all public schools within the COUNTY OF HAWAII. <br /> A. The curriculum shall include the following lessons for third grade: <br /> 1. Laws and Rules to Keep Us Safe; <br /> 2. Drugs May Help or Harm; <br /> 3. Saying No to Drug Offers; <br /> 4. Handling Conflicts; <br /> 5. Avoiding Gangs and Gang Violence; and <br /> 6. Culmination. <br /> B. The curriculum shall include the following lessons for the fifth grade: <br /> 1. introducing DARE; <br /> 2. Understanding the Effects of Mind-Altering Drugs; <br /> 3. Considering Consequences; <br /> 4. Learning Resisting Techniques; <br /> 5. Building Self Esteem; <br /> 6. Learning Assertiveness - A Response Style; <br /> 7. Managing Stress Without Taking Drugs; <br /> 8. Reducing Violence; <br /> 9. Combating Media Influences on Drug Use and Violence; <br /> 10. Making Decisions About Risky Behaviors; <br /> 11. Saying Yes to Positive Alternatives; <br /> 12 Having Positive Role Models; <br /> <br />
