All meter charges over and above minimum chazges shall be payable at the <br /> same time, for services rendered during the preceding month. <br /> 14) ABATEMENT AND REFUNDS <br /> No abatement on meter bills will be made for leaks or for water wasted by damaged <br /> fixtures. <br /> 20) AGREEMENTS OR REPRESENTATIONS BY AGENTS OF THE <br /> ASSOCIATION <br /> No agent or empbyee of the Association shall have authority to bind the Association by <br /> any promise, agreement or representation in violation of these Rules and Regulations. <br /> 21) USE OF WATER FROM SPIGOT LOCATED ON MAIN LINE <br /> No person except an authorized employee of the Association shall take water from any <br /> spigot for any purpose except in case of fire, and water shall not be taken from a spigot <br /> for any other purpose except the extinguishment of fires, unless specially permitted in <br /> writing by the Association for the particular time and occasion.
