This development's applicant is listed as Nani <br /> Kona Aina, LLC and the Tax Map Key in questions is (3) 7-5-010:066. <br /> Our meeting determined several key issues we believe deserve cazeful <br /> consideration. These are: <br /> ? Rather than considering the cumulative impact of various development, it <br /> appears that incremental zoning is the process. This avoids the'big <br /> picture and total impact. <br /> ? There is a lack of systematic evaluation of traffic flow. This is <br /> related to the process of incremental zoning rather than evaluation of the <br /> entire community. <br /> ? The developer is skirting the intent of the law that requires a traffic <br /> study to be done when 100 new homes are proposed. This rezoning application <br /> for 43 homes coupled with others approved or proposed in or adjacent to Kona <br /> Heights adds up to 95 homes and two vacant parcels are still available for <br /> rezoning. Clearly we will exceed the 100 homes cumulatively. <br /> ? The developer expects the community to accept his word that there will <br /> be no impacts to schools, water and sewer systems, police, fire, pazks and <br /> public utilities. Coupled with other developments in the area, we believe <br /> impacts will be significant. We respectfully request to see the <br /> documentation that supports this position as it seerris to defy logic. <br /> ? Those in attendance at the neighborhood meeting were not antigrowth. We <br /> recognize the realities of development. However, growth must not continue <br /> without proper in&astrueture in place. <br /> ? With the addition of 95 new homes there will be at least 200 additional <br /> cars in the neighborhood probably far more. This will put significant <br /> traffic at the intersection of Nani Kailua and Queen Kaahumanu Highway which <br /> already handles Kona IIeights and Kailua View Estates. This will become a <br /> major safety and overloading issue. <br /> ? The developer has proposed an access to the neighborhood south of Nani <br /> Kailua. Any new access should be north of Nani Kailua to serve the 95 new <br /> homes. At the very least the developer should be required to follow the <br /> 'Master Ylan2 and extend Hienaloi-Kahululi Road and/or provide malka makia Comm.
