Honorable Leningrad Elarionoff, Chair <br />and Members of the County Council <br />HAWAII COUNTY COUNCIL <br />Page 8 <br />December 18, 2003 <br />A closing word: the County government is given a great deal of power and <br />responsibility in the land use area to regulate land use for the benefit of all our citizens. <br />To allow each landowner to do whatever he or she wants will, in the end, injure everyone. <br />If we fail to use our powers to protect open space and agricultural lands, large parts of our <br />island will look like suburbs of Los Angeles in the not -too distant future. We are already <br />zoned for far more development than our roads, parks, and other infrastructure can <br />handle. The General Plan is the right place to start drawing some of these lines. We must <br />understand and respect constitutional limits, but they do not prevent us from making <br />rational land use decisions to protect our quality of life. <br />Sincerely, <br />S <br />CHRISTOPHER .
