Continue Testimony by Dan Sakai to County Council <br /> Honolulu Police Deparhnent, the Drug Enforcement Agency (DEA), the <br /> armed forces such as the National Guard and Army play a vital role in <br /> working together to combat the marijuana problem on the Big Island. <br /> The Department of Education has a policy called Act 90, which was <br /> signed into larv last year by Governor Ben Cayetano. Act 90 requires <br /> the Superintendent's approval if principals choose to exclude students from <br /> school for possession of a dangerous weapon, srrntchblade knife, intoxicating <br /> liquor, or illicit drugs, which includes marijuaua...while attending school, <br /> for up to ninety-two school days. This refers to a "zero tolerance" for <br /> serious law violations in the schools, with mandatory reporting and <br /> investigation with the police department. <br /> In my association and experience with the police department, when the <br /> police are supported with adequate county fiords to combat the fight against <br /> illegal marijuana and other illegal drug activities, for the safety and welfare <br /> of the community, there is also a marked correlation of less drug activity <br /> and identification in the schools, especially the high schools. <br /> <br />
