Aloha Mr. Chairman and County Commission Members <br /> My name is Stanley Bond and I am the park's Resource Manager <br /> here representing Kaloko-Honokohau National Historical Park. <br /> As ou are aware Kaloko-Honokohau NHP intervened in two ~ <br /> y ~ <br /> contested case hearing before the Land Use Commission regarding l : <br /> reclassification of lands mauka of the park from "Conservation" to ~ m-~;~~~ <br /> "Urban". In the first case eight sets of hearings were held over a <br /> one year period. Evidence and testimony was entered by the j~c~ <br /> developer, state, county, and NPS. In its Findings of Fact, j <br /> Conclusions of Law, and Decision and Order, the Land Use ~ <br /> Commission found that it was constitutionally required to protect <br /> <br /> the significant natural resources within and surrounding the <br /> national park, and that those resources constituted a part of the <br /> cultural patrimony of the Hawaiian people. Ooma contains many <br /> of the same types of resources as the park, including anchialine <br /> pools, pristine AA near shore waters, coral reefs, and significant <br /> cultural sites and cultural practices. This development is located <br /> makai of the highway placing it in close proximity to these <br /> significant resources. The parcel is located approximately 4,390 <br /> feet or .83 miles from Kaloko-Honokohau NHP and impacts from <br /> development could affect park resources. <br /> In the Decision and Order the LUC imposed conditions on these <br /> developers to minimize impacts to the environment. They <br /> included: <br /> 1. Connection of these developments to the central waste water <br /> treatment system. Until connection can occur individual <br /> property owners are required to use an enhanced septic <br /> system that prevents harmful nutrients from reaching <br /> groundwater and near shore waters. <br /> 2. Storm water runoff containment and treatment from all <br /> impermeable surfaces involving at a minimum of oil-water <br /> separators prior to entering the ground. Industrial uses that <br /> Comm.
