These lands were given to the Foundation by the late Rev. Titus Coan. For many <br /> years, these lands were used by Excelsior Dairy but, today, they are largely fallow except for a <br /> small Duster of sub-standard housing. <br /> The update of the Hawaii County General Plan proposes reclassification of these lands <br /> from Urban Expansion to Rural under Proposal #B-15. These lands are currently classified <br /> Agriculture by the State Land Use Commission. They are suitable for low density Family <br /> Agriculture County zoning (FA) with a minimum lot size of one acre or low density Residential <br /> Agriculture zoning (RA) with a minimum lot size of one-half acre. The Foundation supports the <br /> reuse of these lands for rural development through either Family or Residential Agriculture. If the <br /> Council approves Proposal #15, the Foundation will seek qualified developers to carry out this <br /> reuse. Additionally, it may join with neighboring landowners in Hilo Heights to seek a Rural <br /> classification from the State Land Use Commission. <br /> The Foundation asks for your favorable consideration of Proposal #B-15 in the proposed <br /> update of the General Plan.
