The EA is necessary <br /> because the property is within the Kealakekua Bay Historic District and is proposed for <br /> subdivision. [ am seeking your input on site conditions, issues to be addressed in the EA, <br /> and other concerns. <br /> The property is situated just makai of the coffee mill on Napoopoo Road (see attached <br /> figure). h consists of 7.429 acres of land, which was bulldozed in the past and is now <br /> vacant. The State Land Use District is Agricultural, and the General Plan designation is <br /> Orchards, which matches the applicants' intended use. <br /> The property is currently the subject of a Change of Zone request, from Agricultural Five <br /> Acres (A-Sa) to Family Agriculture One Acre (FA-lA). In May of 1997, the Hawaii County <br /> Planning Commission approved the request subject to standard conditions concerning fair <br /> share contributions to the County, coordination of infrastructure improvements with the <br /> appropriate County agencies and compliance with historic sites laws and regulations. <br /> Another condition required all deeds to contain full disclosure of the Right to Farm Act. An <br /> ordinance to amend the South Kona Zore A4ap is new before t.".e Hawai; Couniy Council. <br /> Subsequent to the change of zone, the property will be subdivided into 6 lots of between 1.00 <br /> and 1.88 acres. Two lots will be sold to provide funding for infrastucture on the remaining <br /> four lots, which will provide agricultural opportunities for the Bush family. <br /> The applicant has addressed off-site development requirements in her rezoning request. Two <br /> driveways from Napoopoo Road will be developed for the six lots in locations approved by <br /> the Hawaii County Department of Public Works.
