SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br />QUARTERLY REPORT <br />HAWAII COUNTY POLICE DEPARTMENT <br />PROJECT TITLE: OCCUPANT PROTECTION PROGRAM <br />Priority Area: I <br />SOLUTION <br />Area: Seat belt Enforcement <br />To reduce fatalities and injuries of motor vehicle occupants and raise the seat belt usage <br />rate to over 90% by: <br />1. Conducting 150 highly visible seatbelt checkpoints island -wide. <br />2. Issuing 2700 seatbelt and child restraint citations at these checkpoints. <br />3. Issuing 450 citations for other violations. <br />4. Conducting seatbelt checkpoints during Buckle Up Week in May, Labor <br />Day weekend, Thanksgiving holiday, the beginning of the New Year and <br />during other enforcement periods as selected by the Hawaii County Police <br />Department. <br />5. Using public service announcements to provide education to increase <br />occupant protection usage. <br />GRANT PERIOD RESULTS <br />(FINAL REPORT) <br />• Conducted 412 seat belt checkpoints island -wide. <br />• Issued 3853 citations for seat belt violations and 93 citations for child <br />restraint violations. <br />• Issued 3053 citations for other violations. <br />• Affected 127 arrests. <br />• Conducted seatbelt checkpoints during holiday enforcement periods, <br />special enforcement periods and during other enforcement periods as <br />selected by the Hawaii County Police Department. <br />
