HCPD OCCUPANT PROTECTION PROGRAM <br />PAGE <br />411310 <br />Seat belt enforcement was concentrated in areas of low seat -belt usage rates as <br />determined by the studies conducted by the University of Hawaii. Areas of concentrated <br />enforcement include the Puna and South Kona districts. All districts conducted <br />enforcement throughout the grant period to include high -levels of concentrated <br />enforcement during the national "Click It or Ticket" mobilization periods and all <br />holidays. <br />In addition to the enforcement conducted, nine press releases were issued pertaining to <br />seat belt use, 142 police officers received training to increase seat belt enforcement, <br />"Click It or Ticket" posters were placed in 40 public schools, 1920 children in 16 schools <br />and the YMCA program received "Click It or Ticket" presentations and Mayor Harry <br />Kim signed a proclamation on May 19, 2003 declaring "Buckle Up America Week". <br />BUCKLE UP WEEK --Mayor Harry Kim signs a proclamation declaring May <br />19-26, 2003, as "Buckle Up America Week" in Hawaii County.
