SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> QUARTERLY REPORT <br /> <br /> HAWAII COUNTY POLICE DEPARTMENT <br /> <br /> PROJECT TITLE: FATAL CRASH INVESTIGATION EQUIPMENT PURCHASE <br /> PROGRAM <br /> <br /> Priority Area: I Area: Alcohol Countermeasures and Speed <br /> Control <br /> SOLUTION <br /> The Hawaii County Police Department would like to improve the quality of our alcohol <br /> and speed related fatal traffic crashes by obtaining the necessary tools to record, <br /> document, evaluate, process and investigate crime scenes and evidence at crime scenes. <br /> While our Traffic Enforcement Unit has partially upgraded their equipment, the <br /> following equipment requested is needed to improve the quality of investigations and to <br /> make the equipment more readily available. The large land area separating East and <br /> West Hawaii hinders investigations when needed equipment is not available or requires <br /> over two hours of travel to become available for use. <br /> To improve the quality of our investigations and increase conviction rates of prosecuted <br /> drivers we will purchase the following equipment: <br /> 1. Two video recorders and one television monitor to be used to copy and process video <br /> evidence obtained from the in-car video cameras in DUI investigations and fatal crash <br /> investigations. <br /> 2. Video camera with pull out video screen to allow taping at different heights and <br /> angles while documenting a crime scene, evidence at the crime scene and vehicles <br /> involved in fatal crashes. <br /> 3. One Map Scenes crash and crime scene mapping program. Each program comes with <br /> two licenses allowing for two computers. Our Traffic Enforcement Unit currently has <br /> two desk top computers, one in East and one in West Hawaii and three lap top <br /> computers. The purchase of this program will allow for four separate work stations <br /> and provide access to the program for West Hawaii officers, who currently must <br /> commute to East Hawaii to use the program. <br /> 4. Two copies of the Maine Computer Group's AR Pro version 6.09, one for East and <br /> one for West Hawaii. This program has over 150 formulas used in crash <br /> reconstruction and will improve the quality of our fatal crash investigations. <br /> 5. Two illuminated prism reflectors. A majority if fatal crashes occur at night and the <br /> current prisms used in the Sokkia program are difficult to acquire and shoot at night, <br /> causing longer road closures. Illuminated prism reflectors would assist in quicker <br /> processing of the scene and shorten road closures. <br /> <br />
