<br /> FATAL CRASH INVESTIGATION EQUIPMENT PURCHASE PROGRAM <br /> <br /> PAGE 2 <br /> <br /> To improve the investigation of alcohol related fatal collisions by: <br /> 1. Use of federal grant to fund a training class on "Tactical Scene Assessment using a <br /> Total Station for Crash and Crime Scene Investigations". <br /> 2. Attendance of 100% of Traffic Enforcement Unit officers to training session, as well <br /> as attendance of Criminal Investigation Section Detectives and officers statewide, <br /> based on availability. <br /> 3. The Hawaii County Police Department will provide the training area for this session. <br /> 4. With the information provided by use of the "total station", we can improve our <br /> alcohol related fatal crash investigations and the required information being provided <br /> to the State Department of Transportations Fatal Analysis Reporting System <br /> (F.A.R.S.). <br /> Goals and Objectives of Project. <br /> The goals and objectives of this project are: <br /> • Improve the quality of alcohol and speed related fatal crash investigations to <br /> increase conviction rates in criminal cases. <br /> • To fund a training session to provide training in the use of the "total station" <br /> in alcohol related fatal crash investigations, improve these investigations and <br /> improve the information being provided to the State Department of <br /> Transportation for their F.A.R.S. program. <br /> GRANT PERIOD RESULTS: <br /> FINAL REPORT <br /> • All equipment purchased and received. Traffic Enforcement Officers are <br /> currently using the equipment in alcohol and speed related fatal crash <br /> investigations and drunk driving and reckless driving investigations. <br /> • 100% (six) of all TEU officers and four patrol and Criminal Investigation <br /> Section officers attended the "Tactical Scene Assessment using a Total Station <br /> for Crash and Crime Scene Investigations" training in Hilo. <br /> <br />
