SUMMARY <br /> <br /> The speed grant was used to conduct enforcement in areas with high traffic crash rates <br /> and areas where police receive reports of speeding violations and road racing. Areas of <br /> concentrated enforcement included the Queen Kaahumanu Highway between Waimea <br /> and Kona, Kanoelehua Avenue in Hilo, HBR Route 130 from Keaau to Pahoa, and HBR <br /> <br /> Route 19 along the Hamakua Coast. Additionally, enforcement was conducted in school <br /> zones and communities that experienced and reported high rates of speeding violations. <br /> Highlights of the program include 21 DUI arrests and 7 an-ests for racing on highways as <br /> <br /> police conducted three operations concentrating on known "outlaw racing" locations to <br /> combat the growing problem of illegal road racing. <br /> On May 3, 2003 Traffic Enforcement Unit, Community Policing and Kona police officers <br /> initiated 6 arrests, including one DUI, and issued 30 citations during an enforcement <br /> operation at the Kaloko Light Industrial Area. <br /> On May 16, 2003 Traffic Enforcement Unit, Juvenile Aid Section, Hilo Vice Section, and <br /> Hilo and Puna police officers initiated 15 arrests during an enforcement operation at Red <br /> Road in Puna. The operation resulted in the issuing of 56 vehicle citations, 15 arrests and <br /> the apprehension of a runaway. It also resulted in six charges of illegal road racing, and <br /> the initiation of five felony drug cases and one misdemeanor drug case. <br /> On August 2, 2003 community police and patrol officers issued 12 citations during an <br /> enforcement operation at the Kaloko Light Industrial Area and Queen Kaahumanu <br /> Highway in Kona. <br /> <br />
