HCPD SOBRIETY CHECKPOINT EXPANSION <br />PAGE 2 <br />GRANT PERIOD RESULTS: <br />(FINAL REPORT) <br />• Established 96 sobriety checkpoints with grant funds and 120 sobriety checkpoints <br />with county funds. Checkpoints were established on all major holidays. <br />• Initiated 56 arrests for Driving Under the Influence (DUI) of Alcohol or Drugs at <br />grant -funded checkpoints and 80 DUI arrests at county funded checkpoints. <br />• Initiated 122 arrests for other violations at grant funded checkpoints and 165 arrests <br />at county funded checkpoints. <br />• Issued 139 seat belt, 5 child restraint and 497 other citations for violations at grant <br />funded checkpoints and 312 seat belt, 13 child restraint and 1481 other citations for <br />violations at county funded checkpoints. <br />• Screened 11,356 vehicles while on grant -funded projects and 29,991 vehicles at <br />county funded checkpoints. <br />• Initiated 156 arrests of persons under the age of 21 and 22 arrests of persons over <br />the age of 21 for violations of public drinking and other liquor laws. Also initiated 39 <br />other arrests of persons under the age of 21 for non -liquor law violations and 10 <br />arrests of adults over the age of 21. <br />• Conducted 38 operations targeting Rave Party incidents or large gatherings in public <br />places. <br />• Attended quarterly Statewide Traffic Commanders Meetings. <br />• Officer attended Lifesavers 2003 conference. <br />• Purchased 15 simulators for use with Intoxilyzers island -wide. <br />• Purchased four turboflare sets to improve DUI checkpoints island -wide. <br />SUMMARY <br />DUI checkpoints are a traffic enforcement priority in Hawaii County. A total of 216 <br />checkpoints were conducted island -wide resulting in 136 DUI arrests, 287 other arrests, <br />1806 citations and 41,347 vehicles screened. Checkpoints were conducted in high -traffic <br />and high -visibility areas and in areas known to have drunk drivers and having high crash <br />rates. <br />Additionally, youth deterrence details were conducted using plain clothed officers to <br />enforce under -aged drinking in public places and at large gatherings and parties to <br />apprehend potential drunk drivers before they get behind the wheel of a car. 38 <br />operations were conducted resulting in 156 arrests for under aged drinking in addition to <br />71 other arrests.
