If the County can't pay and provide for infrastructure concurrently with <br /> development, by general revenue or special taxation districts, then it must require private <br /> developers, who will have their land massively increased in value immediately upon the gift of the <br /> County grant of rezoning, to timely create the offsite infrastructure. Until that infrastructure is in <br /> place, development must be delayed. <br /> There is no doubt that public infrastructure in West Hawaii lags faz behind perntitted private <br /> development. There are ten of thousands of units and lots and subdivisions already zoned by the <br /> County, but unbuilt. There are millions of dollars of public infrastructure the County desperately <br /> needs that private developers who received the benefits of the County approvals and rezones must <br /> provide, but haven't, because the County has granted the requested delays in development while <br /> developers profitably sold and resold their approved and regained properties during those delays. <br /> It is time for the County to say "no" to more rezoning unless the urban offsite infrastructure is <br /> concurrently in place: A rezoning moratorium. <br /> This will promote the development of the tens of thousands of units already <br /> improved, catch up on infrastructure and make West Hawaii a better and more livable place. More <br /> units and more infrastructures for the growing population will be produced, and the local economy <br /> made healthier. Maui is an example. Its rezoning moratorium produced what was reported at the <br /> strongest economy in the State, propelling its Mayor Lingle to the Governmanship. <br /> Your job is to serve the people, first. This application must be subservient to that <br /> priority. The Planning Commission recommended against this application---serving the people <br /> here means making sure there is adequate urban infrastructures offsite as well as on site: anew <br /> acce« to Kuakini, curbs, gutters, sidewalks, a four way intersection, bus facilities, on site and <br /> offsite to Kuakini.
